DEER2016 - Technology Cost Update

The DEER team has developed material costs for a subset of technologies used in the DEER2015 and DEE2016 measures based on the 2010-2012 Ex Ante Measure Cost Study. A series of workbooks document how the cost study results were used to calculate material costs for DEER technologies and format the cost data into the standard ex ante format. This web page provides general information about the technology categories and provides links to the workbooks.  All of the cost values described in the workbooks are in the latest ex ante database and accessible using the latest version of READI.

CFL Lamps Material costs for more than 150 CFL lamps are developed along with costs for the standard replacement technology, which is a combination of CFL and Incandescent lamps.
Linear Fluorescent Lamp & Ballast Material costs are developed for both measure and standard replacement linear fluorescent lamp + ballast technologies.
Refrigerators Material costs are developed for residential Refrigerator/Freezers
Split and Packaged HVAC Material costs for split and packaged HVAC unit are developed; boiler costs are investigated
Water Heaters Material costs for gas storage and instantaneous residential water heaters are developed.

The new technology cost records and updated measure definitions have been added to the latest ex ante database. A new version of READI (version 2.3 of the Remote Ex Ante Database Interface) is used to access these data.  The new version of READI includes new features for searching and downloading data. All of the new DEER cost records have "Version" = DEER2016 and are currently given a Status of "Proposed".

CFL and Incandescent Lamp Technologies

Data from the cost report is used to develop the material cost of all applicable CFL lamps that are referenced by DEER measures as well as the incandescent lamps that make up part of the standard replacement technologies. 

  • CFL and Incandescent Lamps for the these technology categories are included:
    • A Shape lamps, including CFL twister shapes,
    • Reflector lamps, including parabolic reflectors,
    • Globe lamps,
    • Torpedo or Candelabra shape lamps.

  • Costs are developed for different packaging options as well as a weighted packaging option:
    • Single-pack
    • Two-pack
    • Three-pack (or greater)
    • Weighted (market average)

  • For every measure technology cost (CFL lamp), a standard replacement technology cost is developed assuming that that the standard replacement technology is made up of 40% CFL and 60% Incandescent lamps.  These standard replacement costs are only applicable to DEER2016 measures, as the 40/60 mix of CFL and incandescent lamps is based on the DEER2016 update.

Linear Fluorescent Lamp & Ballast Technologies

Data from the cost report is used to develop the material cost of linear fluorescent lamps and lamp+ballast technologies.  

  • The following lamp types are included:
    • 24" - 36" T-8 lamps,
    • 48" T-8 lamps,
    • 96" T-8 lamps,
    • T-5 lamps (all sizes).

The cost report covers magnetic rapid-start and electronic ballasts.  Of the 379 DEER LF Lamp+Ballast lighting measures, over 75% have both measure and standard replacement technology costs based on these technology types.

Refrigerators

Material costs are developed for most residential refrigerators configurations, including top, side and bottom mount freezers.  Compact refrigerators and refrigerators without freezers are not included in the cost study.

Packaged and Split DX HVAC

Material costs are developed for a range of DX HVAC systems, including residential and commercial AC and HP split systems and commercial packaged AC and HP systems. Note: costs for commercial boilers are also investigated in the workbook.

All of the technologies included in these categories are defined by an efficiency metric (SEER, EER, HSPF) and a capacity range.  Since costs are a function of a specific capacity, a single cost record cannot be developed for these ex ante technology definitions.  The proposed cost records developed for these technologies include additional fields that allow costs to be determined for specific claims.  The proposed additional fields and cost calculation is described in the cost development workbook.

Residential Water Heaters

Material costs are developed for residential gas storage and instantaneous hot water heaters.  Many of the DEER measures for residential water heaters have efficiency tiers or sizes outside of  the scope of the cost study model, so while 45 cost records are developed for the water heaters, only 4 DEER measures have both Measure and Standard technology cost records.
